The Small Business Administration recently issued its eagerly anticipated final rule to implement regulations as they relate to the limitations on subcontracting applicable to small business set-aside contracts, socioeconomic program set-aside contracts, and small business subcontracting generally. The new rules will change how to calculate compliance with the limitations on subcontracting for service and supply contracts, provide guidance on using similarly-situated subcontractors, and much more.

Pam Mazza will be joined by John Klein, SBA’s Associate General Counsel for Procurement Law, who played a major role in drafting the final rules for this session. We expect a lively discussion with a lot of audience interaction. The rules will be implemented on June 30, 2016, so this event will be an excellent opportunity to interact with SBA and to gain valuable insight in understanding the new rules.

Topics discussed will include rule changes to:

  • Limitations on subcontracting
  • Joint ventures
  • Affiliation
  • Annual receipts
  • Nonmanufacturer rule
  • Size protests
