Although the FAR provides a fairly generic definition of a Contracting Team Arrangement (CTA), the concept means something very distinct when applied in pursuit of a GSA Schedule opportunity. Combining practical elements from both joint ventures and prime/subcontractor relationships, GSA provides contractors the opportunity to team together under a CTA umbrella so that the contracts can combine their respective Schedule offerings in response to the needs of an ordering agency. While GSA has released general guidance regarding the structure and form of these relationships, there are no official regulations governing them. There also appears to be a certain degree of confusion in the contracting community regarding when their use is appropriate, and who can be a CTA team member.
