Joe’s combined experience as Agency counsel, in-house counsel, and as a law firm lawyer offers PilieroMazza clients a truly unique perspective and a well-rounded understanding of their legal and business concerns. He understands the high-stakes involved and the nuanced challenges government contractors face on a daily basis. Joe regularly uses his broad and extensive experience to craft practical and actionable business-based solutions for the Firm’s clients.
As a strategic business partner and trusted legal advisor, Joe works closely with contractors, advising on all manner of government contracts law, including requests for equitable adjustment (REAs), contract claims, contract terminations, and compliance. Additionally, Joe frequently litigates bid protests before the Government Accountability Office (GAO) and at the agency level, and also litigates contract appeals before the boards of contract appeals. His practice also extends to advice and counsel on matters related to teaming agreements, data rights and intellectual property, cybersecurity, SaaS and software licensing, non-disclosure agreements, federal grants, and the Freedom of Information Act (FOIA). Joe also advises clients on the Randolph-Sheppard Act, a federally mandated program offering economic and employment opportunities to blind vendors operating vending facilities on federal property.
Prior to joining PilieroMazza, Joe was in-house corporate counsel at a large government contractor that provides building intelligence solutions to federal, state, and local governments. During his tenure, Joe advised the company’s internal business units and executive team on FAR/DFARS compliance, including representations and certifications, flow-down requirements, RFQs and RFPs, REAs, contract claims, and bid protests. He drafted and advised on government and commercial contracts and agreements, such as those related to subcontracts, teaming, vendors, SaaS and software licensing, non-disclosure, and professional and master services agreements.
Joe’s background includes extensive Agency experience with the Air Force and Navy, where he served as an acquisition attorney and program counsel. While at the Department of Defense, he provided “cradle-to-grave” acquisition counsel on government contract formation and administration issues, including acquisition planning, source selection, small business set-asides, corrective action, contract claims and appeals, termination, and fraud. Joe litigated bid protests on behalf of the Air Force and Navy before the GAO and frequently lectured on government contracts law.
Joe began his legal journey as a member of the U.S. Air Force Judge Advocate General’s Corps (JAG), where he obtained the rank of Major. As an Air Force JAG, Joe first-chaired numerous felony and misdemeanor bench and jury trials.
