

Bio
Justin is an associate in PilieroMazza’s Government Contracts and Litigation & Dispute Resolution practice groups. He is also a member of the firm’s Claims & Appeals Team, where he works on REAs and claims and appeals to help contractors recoup time and / or money lost performing on a contract.
Justin joins the firm with over nine years of experience representing the federal government and knows the ins and outs of agency decision-making and the government procurement process. He brings significant experience in handling government contract matters, including over 50 Government Accountability Office bid protests and 12 Armed Services Board or Contract Appeals cases, in addition to serving as lead counsel on a number of multi-million dollar flagship procurements. His work with agency contracting officers gives Justin insight into the methods and motivations that drive government procurements—which are sometimes quite different from what might be expected in the commercial marketplace. Twice recognized for his outstanding government contracts work with the Air Force, Justin received an Air Force Commendation Medal in 2018 and an Air Force Exemplary Civilian Service Award in 2019. He now leverages his unique skill set to secure fair treatment of government contractors in bid protests and disputes with federal agencies.
Justin is a veteran of the U.S. Air Force, with seven years of experience as an active duty Air Force judge advocate. In uniform, he practiced law on four continents: America, Europe, Africa, and Asia. Justin advised on millions of dollars in contingency contracts supporting U.S. Africa Command and provided training on government contracts and fiscal law matters to both military and civilian personnel. He was involved in over 300 military investigations and prosecuted 19 courts-martial to verdict.
In addition to his work with PilieroMazza, Justin remains an active officer in the District of Columbia Air National Guard.
