“MP JVs are a very popular and increasingly necessary tool for small and larger contractors to compete for set-aside contracts. When set up and evaluated correctly, the MP JV provides significant advantages to the protégé, the mentor, and the procuring agency. However, while progress has been made to provide more insight into how MP JVs should establish their internal governance structure and to allow MP JVs to bid with greater confidence and clarity, more needs to be done for MP JVs to realize their full potential.”
